Papież Urban VI poleca swojemu wysłannikowi, kardynałowi Pileo da Prata, by ogłosił, że duchowni nadużywający otrzymanych od Stolicy Apostolskiej przywilejów, mocą których ustanowiono dla nich konserwatorów praw i dóbr, zostają tych przywilejów pozbawieni, a posiadane przez nich pisma papieskie zostają unieważnione.
